“I personally believe that all US Americans need Drupal, and South Africa and The Iraq.”    Not quite that dumb, but we will explore Drupal for people who have no background, from a communications perspective. Drupal is a popular open-source, flexible, content management platform for websites.  What is Drupal’s potential and limitations, and what have others done? What's the difference between a five-thousand dollar Drupal website and a fifty-thousand dollar Drupal website?  Ask the right questions to make sure your organization is ready to take on a website redesign or rebuilding.  Then figure out what kinds of tools and resources you need to move forward.
